Inquiry:   This happen today…. I was drivin north bound as a heavy rain storm approached us and left me with zero visibility so I pulled over to the side for a minute. I looked out front and then to my rear, i saw cars approaching me from the rear and felt at that time it wasnt safe for me to be on a mai road so I started to move forward and went into the turning lane as I saw a couple cars pass by so I then went into my turn and as my window wipers came back and cleaned off my window I saw two brite lights so I got scared and step on my brakes to stop and both of hit each other.  afterwards I got a ticket for ” turn not in safty” sec 142 (1) both of us who was in the car accident have the same stories and said it was two late and that we only saw me once the window wiper came back as well as I….. is this my fault even know we both couldn’t see each other till late minute due to poor weather conditions. At the time of the accident it was very close to zero visibility
