Inquiry:  I was having my van towed with a tow bar and the tow bar had failed near an intersection and was disrupting traffic, to prevent any mishaps i drove it 300 feet to a safe location and turned off van got out . Then and opp officer came up behind me and issued a no insurance ticket on me and the ticket shows the date of issue one month before event? what should I do?
